What is a Mass Notification System?

A mass notification system is a tool that sends messages to let people know about emergencies.

TorranceAlerts is available 24/7.

There are three ways it sends messages:

  1. Landline phones All Torrance home phones (even unlisted ones) are already in the system. This is sometimes called reverse 9-1-1
  2. Self-registration (Opt-in) – You can sign up on the city website (TorranceCA.Gov/TorranceAlerts) to get alerts by phone, email, or text. You can also choose what kinds of alerts you want.
  3. IPAWS (Integrated Public Alert and Warning System) – This system sends alerts to as many people as possible using:
    • Radio and TV
    • Cell phones (Wireless Emergency Alerts)
    • NOAA weather radios
    • Internet apps and websites
    • Local systems like digital road signs and sirens

No registration is needed for IPAWS alerts—they automatically reach people through these systems.

When will it be used?

TorranceAlerts is used to send messages during an emergency.

An emergency is when people need to take action, like avoiding a street, staying inside, or leaving an area. Other types of messages, such as general updates or community news, will be sent as Advisories on TorranceAlerts, on social media, or as non-emergency messages.

TorranceAlerts is mainly for emergencies, but the City Manager can allow it to send important non-emergency updates too.

Why am I receiving the same message more than once?

There are a few reasons you might get the same message more than once:

  • You could have more than one account.
  • During an emergency that requires action, TorranceAlerts will keep sending messages until you confirm you received them.
  • Your account is set to notify you in multiple ways. You can check your Profile Settings.
    • Under Profile, select Edit to change the order of how you are notified.
    • You can also update your Alert Subscriptions by selecting Edit in the categories and opening them to make your choices.

Will I still get emergency notifications if I don't sign up?

Yes and no.

If a major disaster happens and people need to evacuate, TorranceAlerts will be sent to landline phones in Torrance. This is sometimes called reverse 9-1-1.

If there is a citywide emergency with immediate danger, TorranceAlerts may be sent through IPAWS to all cell towers in the city. You might get the message like an Amber Alert, but it depends on your phone settings and reception.
