Report Smoking in a Multi-Unit Residence

Report smoking in a non-designated common area by email or phone. The City of Torrance does not accept anonymous complaints, and your contact information is required for staff follow-up.

If you are experiencing smoking inside another resident’s unit, please contact your property owner or property manager first. Because City staff are unable to inspect private residential units for purposes of this ordinance, residents may also pursue a private civil action if needed.

Call us at (310) 618-5929. Phone complaints are accepted during regular business hours: 7:30 a.m. to 5:30 p.m., Monday through Thursday and alternating Fridays.
