If you’re planning a construction or demolition project in Torrance, you must complete a Waste Management Plan (WMP) through Green Halo System and meet the following recycling requirements.
Projects must recycle:
100% of inert materials, including concrete, asphalt, soil, stone, and fines
65% of all other construction and demolition materials
Failure to fulfill the requirements of the WMP will result in penalties of $5,000 (construction) or $10,000 (demolition) as per the Torrance Municipal Code.
The City of Torrance permit center creates the Waste Management Plan for your qualifying project in Green Halo. An email from Green Halo will be sent to activate your account and access the plan.
If you are not responsible for completing the Waste Management Plan, re-assign the project to the appropriate party using the link in the email.
Log in to Green Halo to complete and submit your Waste Management Plan. You must identify material types, diversion methods, and recycling or disposal facilities.
The Waste Management Plan must be submitted before final inspection approval.

Tickets must be reviewed and approved by the City before your project can receive final inspection approval.
