Construction and Demolition Material Recycling

If you’re planning a construction or demolition project in Torrance, you must complete a Waste Management Plan (WMP) through Green Halo Systems (GH) and meet the following recycling requirements.

Projects must recycle:

  • 100% of inert materials, including concrete, asphalt, soil, stone, and fines

  • 65% of all other construction and demolition materials

Failure to fulfill the requirements of the WMP will result in penalties of $5,000 (construction) or $10,000 (demolition) as per the Torrance Municipal Code.

Step 1.Access Green Halo Account

The City of Torrance permit center creates the WMP for your qualifying project in GH. An email from GH will be sent to activate your account and access the plan.

If you are not responsible for completing the WMP, re-assign the project to the appropriate party using the link in the email.

Step 2.Submit Waste Management Plan

Log in to GH to complete and submit your WMP. You must identify material types, diversion methods, and recycling or disposal facilities.

The WMP must be submitted and approved before starting the project and scheduling the first inspection.

Step 3.Track and Submit Receipts

Upload all recycling and disposal tickets in GH as work progresses.

Tickets must be reviewed and approved by the City before your project can receive final inspection approval.

Tickets must come from approved facilities. If you self-haul materials, they must be taken to facilities that meet required diversion standards.
