The City of Torrance Community Services Department welcomes all participants to our classes and programs. We do not discriminate based on race, color, religion, sex, age, national origin, veteran status, sexual orientation, gender identity, disability, or any other basis prohibited by law.
To ensure a safe, clean, and pleasant learning environment, the Department has established the following Code of Conduct. We ask all participants to cooperate fully to help maintain this environment.
Behavior becomes unacceptable when it:
Interferes with the rights of others
Could cause injury to oneself or others
Disrupts classes
Could result in damage to facilities or equipment
The following actions are not allowed:
Abuse, vandalism, or graffiti
Destroying or defacing property
Stealing or illegally removing property or personal items
Disruptive noise (including loud talking, cell phones, music, or video games; cell phones must be on quiet mode)
Harassment, threats, or abuse (physical or verbal)
Bullying or causing emotional harm
Use of ethnic slurs, profanity, or inappropriate comments
Offensive gestures toward patrons or staff
Committing obscene acts or displaying obscene material
Exhibitionism, flashing, voyeurism, or peeping
Touching others without permission
Loitering by adults not supervising children in youth activity areas
Throwing objects
Running inside the facility
Intoxication from alcohol, drugs, or other substances
Smoking or vaping within 20 feet of the facility/classroom
Interfering with others’ use of the facility
Sitting on or placing feet on tables, counters, or furniture
Selling, gambling, panhandling, or soliciting
Entering employee-only areas
Refusing reasonable requests from City staff
Participants may not bring the following into facilities:
Weapons, explosives, or objects that could cause death or serious injury
Replica firearms
Roller skates, roller blades, or skateboards that do not fit safely under a chair or stool
Bicycles or scooters (unless stored/locked outside)
Personal belongings that don’t fit under a chair or stool
Unattended personal possessions
Pets (excluding service animals)
Food or drinks unless permitted by staff
Staff may require patrons to leave the premises if the Code of Conduct is violated.
Refusal to leave or continued prohibited conduct will result in Torrance Police involvement.
Repeated violations may result in restriction or revocation of facility/program access.
Criminal acts may result in arrest and prosecution.
Failure to follow these rules may also result in:
Forfeiture of registration fees
Suspension from a program or class
Ban from all Community Services programs
