ACE Parking is a professional parking management company brought in to support street sweeping enforcement. The City has not replaced Parking Enforcement.
Due to an 80% increase in posted street sweeping zones and staffing levels, we were unable to keep up with enforcement after the COVID-19 moratorium on street sweeping enforcement ended in April 2021.
The ACE employee will begin each morning at the same location as the street sweeper, intending to follow it throughout the route. If they become separated, it is best practice for drivers to avoid parking after the sweeper has passed and to adhere to the posted three-hour parking restrictions.
All City of Torrance street sweepers are equipped with GPS. If you receive a parking citation for street sweeping and believe the sweeper did not pass your street, you may contest the citation. Sanitation will then provide GPS data for the date and time of the citation.
Parking regulations are clearly posted and are enforced throughout the year except on the following days:

Street sweeping may be canceled on rainy days or when rain intensity is too high for the sweepers to be effective. In such cases, the Public Works immediately notifies the Torrance Police Department, who then informs ACE to suspend ticketing. However, residents are advised to always move their vehicles in accordance with posted street sweeping signs. To stay updated, the public should check the Street Sweeping main page for the status of sweeping and related enforcement activities. If street sweeping is canceled for any reason, including weather conditions or operational issues, ACE will not issue citations.
ACE is compensated at a contracted hourly rate, not based on the number of citations issued.
Parking citations do not require proof, regardless of whether they are issued by a sworn officer, parking enforcement, or ACE.
Street sweeping is required under the National Pollutant Discharge Elimination System (NPDES) MS4 permit Order No. R4-2012-0175. The City annually reports on its street sweeping activities to the Los Angeles Regional Water Quality Control Board. Before adopting Optimized Street Sweeping, only about 15% of the city had posted street sweeping signs. Currently, approximately 95% of the city is posted.
Unfortunately, disabled plates or placards do not provide an exemption from street sweeping violations.
The most efficient and effective way to ensure your complaint is handled in a timely manner, is to call our 24-hour non-emergency line when you observe an in-progress illegal parking issue, such as street sweeping. If Parking Enforcement is not available, a Police Officer will respond in order of priority.
The City does not offer a street sweeping exemption for residents who are out of town.
Parking violations on major streets are subject to citation. Most major roadways do not have street sweeping signs, as they are swept during early morning hours.
