The City Treasurer’s Office is responsible for receiving and depositing all monies coming to the City and is responsible for the investment of idle funds. In Torrance, the City Treasurer, Aurelio Mattucci, serves in a dual capacity, both as an elected official and as the department head of the City Treasurer’s Office.
Responsibilities of the City Treasurer's Office include the creation and implementation of Investment Policy, investing of all municipal funds, daily monitoring of surplus funds, managing all banking relations, and administration of the City's Employees Deferred Compensation Plans.

City Treasurer Aurelio Mattucci
Aurelio Mattucci has served as the City Treasurer for the City of Torrance since July 2026. In this role, he helps manage the City’s money and makes sure public funds are handled safely and responsibly. Before becoming City Treasurer, Aurelio served on the Torrance City Council, first elected in 2018 and again in 2022.
