Report Improper Governmental Activity

Our Internal Audit Division receives and investigates reports from City employees and the public about suspected improper governmental activities. "Improper governmental activity" is any action by a City employee orcontractor in connection with City business that:

  • Violates any law, ordinance, policy, or procedure
  • Wastes money or misuses City resources
  • Involves gross misconduct, incompetence, or inefficiency

Our Internal Audit Division handles all reports confidentially and investigates them thoroughly. 

Do not report economic crimes committed against you personally. Please contact the Torrance Police Department directly to report an economic crime at (310) 618-5641

The complaints received remain confidential, and the identity of the complainant may not be revealed without the permission of the complainant, except to an appropriate law enforcement agency conducting a criminal investigation. Certain protections are granted to whistleblowers for filing complaints.
