Homeless Services

The City of Torrance is in Service Planning Area (SPA) 8 of Los Angeles County. Local resources are available to support residents during times of need.

Many service providers operate in the area. To make access easier, the City uses a Coordinated Entry System (CES). CES gives everyone a single starting point and helps connect people in need with the right services and providers.

3290 Temporary Housing Village

On June 22, 2021, the City Council approved a 12-month pilot program to provide temporary housing at the Torrance Civic Center.

This program offers tiny homes for people experiencing homelessness. It also provides support services such as case management and help finding permanent housing.

The goal is to help participants secure stable, long-term housing, such as:

• Reuniting with family
• Subsidized housing
• Permanent supportive housing

The 3290 Temporary Housing Village is located next to the Torrance Police Department and behind the Los Angeles County Courthouse. The site includes 40 small homes for individuals. Residents share bathrooms, showers, and laundry facilities, and each unit has air conditioning.

Harbor Interfaith operates the site. They provide:

• Three free meals each day
• Case management and housing support
• Job assistance and career development
• Childcare support
