Utility Plan Request

The City of Torrance is committed to responding to Utility Plan Records Requests for commercial and residential projects.  

Online

Step 1.Create an account

In order to submit a request, you must first create an account within the Online Citizen Portal and pay all applicable fees.

Step 2.Submit a Utility Map Request

  1. While signed into your account, hover over the drop-down menu labeled “more” and click the “Utility Map Requests” tab.
  2. Near the top will be a “Submit a Request” button. Follow the instructions presented to complete the online application for the request.

Step 3.Make a Payment

Once the payment is received through the City’s Online Payment Service, your request will then be processed. You will then receive an email notification when the records have been attached to your account.

(There is a minimum service charge for records requests.  All requests are to be charged at $224 per hour. A minimum of ¾ hour ($168) per request will be required)

NOTE: The City does not have As-Built plans for the following: Gas, Telephone/Internet, CATV, Fiber Optic, or Electric. 

Any requests for grading/building plans should be submitted to the Building and Safety Department through the Building Plans Retrieval Request
