All aircraft (based or transient) are eligible to conduct noise tests in conjunction with the Torrance Airport Noise Abatement Office (Noise Abatement Office). Many noise violations can be prevented by the pilot initiating different flight procedures for arrivals and departures at KTOA.
Noise tests must be prearranged with the Noise Abatement Office by one of the following means:
Requests may be placed via phone 24 hours per day, 7 days per week. If staff are not available, your call will be answered by an automated attendant where a voicemail can be left. Requests must contain the pilot’s name, the tail number of the aircraft, follow-up contact information such as phone number and/or e-mail address, and the closest approximate time of your departure and/or arrival. If you prefer, you may also visit the General Aviation Center, Noise Abatement Office to make your request in-person and meet our staff. Test results are generally made available on the next business day. Please be aware that test result could take longer in conjunction with weekends and/or holidays.
Noise violations will not be incurred during a specific pre-arranged flight that is scheduled for a noise test. A “flight” is defined as one take off and subsequent landing or one of each operation separately.
Noise tests for the purpose of avoiding potential violations will not be approved or conducted. Three (3) noise tests per aircraft / per month are allowed. Additional noise tests must be requested in writing and supported with reasonable cause to sustain the request. Repetitive requests for a noise test must be supported with evidence validating circumstances including, but not limited to, changes in operating personnel, retrofitting measures, or changes in engine or maintenance. If a noise violation is recorded during a test, reasonable additional testing will be allowed while working with the aircraft owner and/or pilot to meet required noise levels. Each noise test is documented and maintained in a respective aircraft file for future reference.
