On or about December 17, 2025 the City of Torrance will submit a request to the HUD Office of Community Planning and Development for the release of Community Project Funding funds under of the Consolidated Appropriations Act, 2022, as amended, to undertake a project known as Pathway Torrance: A Community Resource and Response Center for the purpose of the rehabilitation of 2300 Carson St Torrance, CA 90503, estimated funding, $1,000,000 in Community Project Funding, $5,500,000 in California State Funding, and $11,000,000.00 in Los Angeles County American Rescue Plan Act Funding.

The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the City of Torrance West Annex Housing Office 3031 Torrance Blvd Torrance, CA 90503 and may be examined or copied weekdays (except 12/12/2025) 8:00 A.M to 5:00 P.M. PUBLIC COMMENTS

Individual, group, or agency may submit written comments on the ERR to the City of Torrance Community Development Department Attn Julia Smith 3031 Torrance Blvd Torrance, CA 90503 or by email JuliaSmith@TorranceCA.Gov.  All comments received by December 16, 2025 will be considered by the City of Torrance prior to authorizing submission of a request for release of funds.

ENVIRONMENTAL CERTIFICATION

The City of Torrance certifies to HUD that Aram Chaparyan in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  HUD’s  approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Torrance to use Program funds.

OBJECTIONS TO RELEASE OF FUND

HUD will accept objections to its release of fund and the City of Torrance’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Torrance; (b) the City of Torrance has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD Los Angeles Field Office at 300 North Los Angeles Street, Suite 4054, Los Angeles, CA 90012 or by email to Gregory.m.griffin@hud.gov. Potential objectors should contact HUD to verify the actual last day of the objection period.

Public Notice FY 2026-27 Annual Action Plan Public Hearing Notice

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the City Council appoints the day of Tuesday, May 19, 2026 at the hour of 6:30 p.m. in the LeRoy J. Jackson Council Chamber located at 3031 Torrance Blvd Torrance, CA 90503, for a public hearing regarding the ANNUAL ACTION PLAN COVERING FISCAL YEAR (FY) 2026-27, APPROVE AND AUTHORIZE SUBMISSION OF ACTION PLAN, APPROPRIATE FUNDS TO PROJECTS, AND AUTHORIZE CITY MANAGER TO EXECUTE DOCUMENTS.

The City of Torrance (City) is a federal entitlement grant recipient of Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds from the U.S. Department of Housing and Urban Development (HUD). As a condition of receiving these grants, the City must abide by HUD regulations, including the requirement to submit a Consolidated Plan every five years as well as an Annual Action Plan every year. The Consolidated Plan describes the jurisdiction’s community development priorities and multi-year goals based on an assessment of housing and community development needs, an analysis of housing and economic market conditions, and available resources. The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. The City already has an approved Consolidated Plan for the period July 1, 2023 – June 30, 2028; therefore, only the Action Plan is required for FY 2026-27. The Annual Action Plan is submitted annually and prepared according to HUD regulations.  A copy of HUD's final rule (issued January 5, 1995, Federal Register) is available upon request.

HOME funds can be used to: Provide incentives to develop and support affordable rental housing and homeownership affordability through the acquisition (including assistance to homebuyers), new construction, reconstruction, or rehabilitation of non-luxury housing with suitable amenities, including real property acquisition, site improvements, conversion, demolition, and other expenses, including financing costs, relocation expenses of any displaced persons, families, businesses, or organizations; Provide tenant-based rental assistance, including security deposits; Provide payment of reasonable administrative and planning costs; Provide for the payment of operating expenses of community housing development organizations. The City has been notified by HUD that Torrance will be receiving $414,227.76 in HOME funds for FY 2026-27. Of the HOME funds received, funds can only be used for housing activities benefiting low- or moderate-income persons. Of the HOME funds received, no more than 10% can be used for administrative and program delivery activities. 15% is set aside for Community Housing Development Organizations, as constituted under the regulations.  The balance of funds can only be used for housing activities.

CDBG funded activities must meet one of the following objectives: provide benefits to low or moderate-income persons, eliminate slum or blighted conditions, or address an urgent community development need that poses a serious and immediate threat to the health or welfare of the community. CDBG funds may be used for the following activities: Acquisition of real property; Relocation and demolition; Rehabilitation of residential and non-residential structures; Construction of public facilities and improvements, such as water and sewer facilities, streets, neighborhood centers, and the conversion of school buildings for eligible purposes; Public services, within certain limits; Activities relating to energy conservation and renewable energy resources; Provision of assistance to profit-motivated businesses to carry out economic development and job creation/retention activities. The City has been notified by HUD that Torrance will be receiving $960,936 in CDBG funds for FY 2026-27. Of the CDBG funds received, no more than 20% can be used for administrative and program delivery activities and 15% for public service activities.

It is anticipated that the Torrance City Council will take final action on the FY 2026-27 Annual Action Plan at the City Council meeting to be held on May 19, 2026.

The City of Torrance plans to minimize displacement of persons as a result of HOME funded activities by concentrating the expenditure of these funds on activities that:
1.         Involve housing rehabilitation moderate in nature, or
2.         Include administrative and planning costs not accepting displacement.

However, understanding that certain projects undertaken with HOME and CDBG funds could result in displacement, the City of Torrance has developed a plan to assist persons actually displaced by HOME and/or CDBG activities. This plan requires that the City provide replacement housing and relocation assistance and benefits in conformance with Section 104(d) of the Housing and Community Development Act of 1974, as amended, and the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended.  A copy of the plan is available for public inspection.

In addition, pursuant to Section 508 of the Act, the City of Torrance has developed and is following a detailed Citizen Participation Plan.  A copy of the plan is available for public inspection.

In addition to Standard Form 424, the Annual Action Plan includes the appropriate Certifications.

NOTICE OF DOCUMENT AVAILABILITY:  Notice is hereby given that copies of the FY 2026-27 Annual Action Plan will be available for review and comment from April 16, 2026 through May 18, 2026, in various locations including, but not limited to the City of Torrance’s Community Development Department and City Clerk’s Office.
