The City Manager oversees the day-to-day operations of the City and helps turn City Council policies into action.

This office works closely with the City Council, City staff, and community partners to manage City services, plan for the future, oversee major projects, and support economic development. The City Manager's Office serves as a key point of contact between the City and the public, helping ensure City government is transparent, responsive, and focused on serving the community.

City Manager Aram Chaparyan

Professional headshot of Aram Chaparyan smiling Aram Chaparyan has served as the City Manager for the City of Torrance since October 2020. As City Manager, he oversees 10 departments, a workforce of over 1,500 employees, and manages a $500+ million annual budget for a community of 143,000 residents. Under his leadership, the City has successfully navigated significant challenges including pandemic recovery, a major cyber incident response, and implementation of comprehensive strategic initiatives.

Before becoming City Manager, Aram served as Assistant City Manager and the City's Chief Labor Negotiator. He has been with Torrance since 2001, rising from Management Intern to his current role. Throughout his 24+ years in public service, Aram has specialized in employee negotiations, legislative issues, land management, economic development, budget management, strategic planning, and organizational development.

Aram received his BA in Political Science from the University of California at Irvine and his MPA from the University of Southern California. He completed the Senior Executives in State and Local Government program at Harvard University's Kennedy School of Government. He is an ICMA-Credentialed Manager and served as President for the California Public Employers Labor Relations Association (CALPELRA).
