The Permits and Mapping Division provides a full range of services:

• Issues permits for work conducted in the Public-Right-of-Way including:

• Processes Encroachment Agreements for structures in the Right-of-Way
• Processes License Agreements for proposed permanent facilities in the Right-of-Way (groundwater monitoring wells, soil vapor probes, etc.)

GENERAL INFORMATION

All Construction and Excavation (C&E) or Traffic Control permit requests require the following information:

• Contractor Information (State License #, City Business License #)
• Detailed sketch/plan showing proposed work to be done (show dimensions)
• Proof of liability insurance from the contractor(PDF, 811KB)

Permit requests for Refuse Receptacle (Dumpster) placement require the following information:

• Name of refuse company (Company shall be selected from approved list)
  • List of Approved Refuse Companies(PDF, 1MB)
• Location
• Size of Dumpster

Street Use Permits for oversized loads can also be obtained when traveling through Torrance. A completed Street Use online application must be approved by the Police Department. • Application for Encroachment Agreement(PDF, 206KB)  (The following form may be used to apply for an Encroachment Agreement with the City of Torrance for structural items or building features that encroach into, upon or over the Right-of-Way.) Examples of the scenarios you would need this agreement for:
  • Existing privately-owned block walls, planter walls, or fences currently encroaching into the Right-of-Way
  • Erecting an awning over display windows at a business
