Sign Permits
Sign permits are required for most exterior signage within the City of Torrance. Proposed signage is reviewed for compliance with the Torrance Municipal Code and any applicable sign program. All sign permit applications must be submitted by a licensed C-45 Sign Contractor with a current City of Torrance Business License, and are processed through the City’s online permit portal.
General Sign Regulations
All proposed signage must comply with the Torrance Municipal Code (TMC) sign regulations, which establish standards for sign type, size, height, placement, and illumination.
In addition to the Municipal Code, certain properties—such as shopping centers and multi-tenant commercial developments—may be subject to an approved sign program. Sign programs provide site-specific standards and may further regulate or limit signage beyond the base requirements of the TMC. Where applicable, proposed signage must comply with both the TMC and the approved sign program. Applicants are encouraged to check with their property management or landowner for the current sign program, or contact the Environmental Division at (310) 618-5929 for confirmation.

Temporary Banner Permits
Temporary banner signage is permitted on a limited basis and must comply with the Torrance Municipal Code. Banners shall be affixed to the wall of the structure.
- Limited to one (1) banner per permit
- Maximum size of 60 square feet
- Display period not to exceed 90 days
A C-45 Sign Contractor license is not required for temporary banner permits.
Banner permit applications are submitted through the City’s online permit portal under the Environmental category.
Before You Apply
To avoid delays in processing, please be prepared to provide the following with your application:
- Proposed sign dimensions and area calculations
- Elevations or plans showing sign location, store frontage, and placement
- Illumination details (if applicable)
- Construction details and materials
- Property owner or landlord authorization
- Copy of applicable sign program, if applicable
