Volunteer

Interested in helping your community during emergencies? The City of Torrance offers several ways to get involved and make a difference. Whether you’re drawn to emergency radio communication or want to learn how to assist during a disaster, there’s a place for you on one of our teams.

As a volunteer you must:

  • Be at least 18 years of age.
  • Complete the Disaster Service Volunteer registration form
  • Pass background check paid for by the city.
  • Successfully complete ICS 100 training programs prior to submitting registration form.
  • Take the DSV loyalty oath.
  • Adhere to all program policies and procedures.
  • Provide certificates and licenses that may impact DSV’s role during activation.

Volunteers, We Need You

Even if you don’t have formal training, you can still help during emergencies! We maintain a list of community members who are willing to assist when disaster strikes — whether it’s helping at a shelter, distributing supplies, or supporting recovery efforts.

What You’ll Do:

  • Be contacted by the City during large emergencies
  • Help with tasks like setup, supply distribution, or giving directions
  • No training required — just your time and willingness to help

Torrance Armature Radio Association (TARA)

The Torrance Amateur Radio Association (TARA) TARA volunteers use ham radios to help the City communicate during emergencies when phones and internet might not work. They also assist during large public events..

TARA Volunteers:

  • TARA helps the city to maintain communication during disasters
  • TARA is also involved in helping us in large public events
  • Members regularly training to stay ready!

How to Join TARA:

  • You’ll need (or be willing to get) a ham radio license
  • Join TARA as a member
  • Attend TARA meetings 

Community Emergency Response Team (CERT)

Become a  Community Emergency Response Team (CERT) member! CERT volunteers are trained to help in disasters by our Torrance Fire Department. You’ll learn basic skills like fire safety, first aid, search and rescue, and how to support your neighbors when professional help might be delayed. After you become a CERT member, you can register to become a CERT volunteer for the city and help your community.

CERT Volunteers:

  • You will be trained to help neighbors and co-workers after a disaster
  • You can join and Support your City during major emergencies
  • You can also participate in community events to help others become more prepared.

How to Join CERT:

  • Take a free 20-hour CERT training course
  • Help during emergencies and community events
  • No experience needed
