If you reside in Torrance, the process for a barking dog is:
Step 1: The City of Torrance Animal Control recommends that neighbors attempt to resolve the problem with the dog owner or other responsible person prior to filing a formal complaint. Sometimes dog owners are unaware of the noise and grateful for the opportunity to address the issue.
Step 2: File a complaint of www. Torranceca.gov (1) Please provide your contact information, date and time of the barking, duration of barking, and description of the dog (if more than one)
Step 3: Torrance Animal Control will make a reasonable effort to find a resolution to the reported problem by contacting the pet’s owner or guardian, advising them of the complaint and providing them with advice on how to resolve the matter. Most complaints are successfully resolved via communication and education.
Step 4: The dog owner is given 15 days to resolve the situation.
- If the situation still exists after 15 days, you may file a second complaint with Torrance Animal Control.
- Once a second complaint is received, the Animal Control Officer shall respond to the residence and attempt to contact the pet’s owner, advising them of the additional complaint and that barking issues can move toward an (2) Administrative citation with fines.
1) The City does not provide the complainant’s personal information to the owner of the barking dog at the first step in the process. However, should the barking dog complaint process proceed beyond the first step, it may be necessary for an Animal Control Officer to contact the complainant and/or dog owner for additional information. All information obtained is considered public information and may be disclosed to either party.
2) The issuance of a citation is solely at the City’s discretion and is one option the City has to address barking dog violations.
