Permit Center Hours and Calendar
New Permit Center Counter Hours Effective January 22, 2025:
Monday, Tuesday, Thursday, and Friday, with alternating Friday closed. 8:00 AM to 5:00 PM 

Wednesday:  Walk-in Counter Hours for Building & Safety Division. 8:00 AM to 12:00 PM
                            Closed: 12:00 PM – 5:00 PM

Torrance Earth Day Event

Want to make a difference this Earth Day (April 22, 2026)?

California's Senate Bill 1053, effective January 1, 2026, bans all plastic carryout bags at grocery store checkouts, strengthening previous regulations. It requires stores to only provide recycled paper bags or reusable bags, aiming to significantly reduce plastic waste, protect the environment, and mitigate harm to wildlife.

Visit the Permit Center at 3031 Torrance Blvd. on Wednesday, April 22nd, from 9 a.m. to 2 p.m. to collect a free refillable pet waste dispenser with bags! You can also trade in your plastic grocery bags and exchange them for a reusable thermal grocery tote.

The event is for City of Torrance Residents and Employees.
