I. HOW CAN I BECOME A TCtv USER...
A. You must be a resident of Torrance or member of a non-profit group or organization (Proof of residency and/or non-profit status is required)
1. Photocopy of California Drivers License or California Identification Card
2. Photocopy of a recent utility bill (electric, gas, water, phone, or cable TV)
3. Photocopy of 501 3c (non-profit tax identification)
4. Attend New Users Orientation Session (Workshops) held the first and third Wednesday of each month beginning at 6:30 p.m.
 
II. BENEFITS AS A USER...

A. TCtv overview
B. Use of electronic bulletin board for announcements
C. Ability to submit pre-produced tapes (bicycled) for cablecasting on TCtv-28
D. Subscription to CitiGUIDE (Program Schedule)
 
III. WHO HAS PRIORITY FOR USE OF THE FACILITY?
A. TCtv operates on a first-come, first-served basis
1. The order of priority:
a) Torrance residents
b) Torrance based non-profit groups and organizations
c) Non-Torrance based non-profit groups and organizations
 
IV. HOW CAN I BECOME A CERTIFIED TCtv PRODUCER...
A. You must be a User
B. Successfully complete a workshop on Pre-Production Planning (Workshops); and
C. Successfully complete a workshop on Field and Post Production (Workshops); or
D. Successfully complete a workshop on Studio Production (Workshops); or
E. Successfully complete a waiver exam for Pre-Production Planning (Workshops); and
F. Successfully complete a waiver exam for Field and Post Production (Workshops); or
G. Successfully complete a waiver exam for Studio Production (Workshops); or
H. Successfully volunteer on six different TCtv Certified Field Productions at a minimum of two hours each and pass a proficiency test; or
I. Successfully volunteer on six different TCtv Certified Studio Productions at a minimum of two hours each and pass a proficiency test.

HOW TO SIGN UP? Fill out the online form for more information or come in and reserve a spot for Orientation or Workshop at the Office of Cable and Community Relations, 3350 Civic Center Drive, during TCtv BUSINESS HOURS ONLY.  Hours are: Tuesday through Friday, 2 p.m. to 5 p.m. and 6 p.m. to 10 p.m., Saturday, 10 a.m. to 6 p.m., Closed Sunday and Monday!

HOW MUCH DOES TRAINING COST? NOTHING!!  IT'S FREE!  However, persons enrolling in workshops (Workshops) will be required to deposit $35 for Field and Post Production Workshop and $50 for Studio Production Workshop with TCtv.  The full deposit will be refunded when the newly Certified Producer produces and submits his/her first completed program within the one year certification period for cablecasting on channel 28.  Make checks or money orders payable to the "CITY OF TORRANCE" You also may pay by VISA or Mastercard. (Cash is not accepted.)  Any falsification of information, non-completion of workshop, or User privileges being canceled or suspended by TCtv will result in forfeiture of the deposit.  Operating Policies and Procedures.

WHO PROVIDES CABLE TELEVISION SERVICE IN TORRANCE?
AT&T U-Verse, Spectrum Cable, and Frontier FiOS currently offer video services in the City of Torrance. Spectrum is available throughout the city, while Frontier is generally available west of Prairie/Madrona Avenue and AT&T is generally available east of Prairie/Madrona.
