Project Description
The Cities of Torrance, Redondo Beach, Hermosa Beach, Manhattan Beach and the Los Angeles County Flood Control District (collectively the “Beach Cities”) formed the Beach Cities Group to develop a Beach Cities Enhanced Watershed Management Plan (EWMP) to comply with the Regional Water Quality Control Board’s 2012 NPDES Permit. The Beach Cities EWMP includes BMPs needed to comply with the Santa Monica Bay Beaches Bacteria TMDL and identified locations in each city for implementation storm water quality improvement BMPs. Proposed improvements include installation of permeable pavement and dry wells to intercept, filter, and infiltrate storm water.
The Beach Cities group, with the City of Torrance as the lead agency, have obtained two grants for the project: an approximately $2,000,000 Proposition 12 grant from the California State Coastal Conservancy and Santa Monica Bay Restoration Commission and an approximately $5,400,000 grant from the LA County Safe, Clean Water program for the project. The remaining funds for the project will be paid for by the agencies involved as part of a cost sharing agreement.
Project Location
In the City of Torrance, 191st St. and the El Nido neighborhoods are identified.
Project Status
The construction contract was awarded by City Council on May 6, 2025. Construction is anticipated to begin in July 2025.
