The City of Torrance is proud to introduce the Pre-Approved Accessory Dwelling Unit (ADU) Program, a streamlined solution designed to reduce pre-construction costs and simplify the permitting process for property owners. While some site-specific design work is required, these pre-approved plans aim to help improve permit approval efficiency. All plans featured as part of this program have been pre-reviewed by Building and Safety Division and Planning Division resulting in time-savings in both the design and permitting.

“Preapproved plans” are architectural, structural, mechanical, electrical, and plumbing designs that comply with the City’s design and safety requirements and are approximately 80% complete for permitting. This program was launched to support recent changes to state ADU laws and encourage the construction of ADUs, providing a faster way for property owners to construct ADUs. Property owners looking to unitize preapproved plans must contract with the designer to use their plans, secure a building permit, and add specific property details.

These pre-approved plans are designed and owned by the listed design firms and may be purchased directly from the plan owner. Please note that the City of Torrance has reviewed the above accessory dwelling unit plans and found them in conformance with all applicable zoning and building code requirements. The approval of these plans does not constitute an endorsement or recommendation of any specific designer, contractor, or other design professional by the City.

In addition, these pre-approved plans may not be approved for use in certain situations and/or site conditions. Pre-approved ADU does not eliminate the need for obtaining a Pre-Approved ADU permits, and other review and permit requirements such as grading and drainage, soils report, retaining wall and other utilities, or fire sprinklers, if necessary. 

Plans shall have Pre- Approved Detached ADU Minimum Submittal Requirements, including but not limited to:

    • Architectural plan set to include a title sheet, utility plan sheet.
    • Complete site plan showing setbacks, easements, lot dimensions, distances between buildings, size of building, etc.
    • Structural Calculations, as applicable.
    • Energy calculations.
    • Fully dimensioned floor plan of each level.
    • Fully dimensioned roof plan with referenced construction details.
    • Fully dimensioned foundation plan with referenced construction details.
    • Building cross sections.
    • Building elevations. Show floor and top of roof elevations, natural and finished grade around the perimeter of the building.
    • Door/ window schedule – identify all “Egress” door/windows and all other door/window coordinate onto floor plan.
    • Separate permits are required for grading, photovoltaic systems, and fire sprinklers.
