The Community Development Director is responsible for the management of all City building and planning activities including building permits, environmental, downtown Torrance, engineering permits and records, GIS, mapping and survey information, and housing activities.  Responsibilities of the Community Development Department include:

  • Advanced Planning
  • Building Permits & Online Permitting
  • Code Enforcement
  • Construction Plan Check and Inspections
  • Development Review
  • Engineering Permits and Records
  • GIS
  • Housing Programs (including Section 8)
  • NPDES Administration
  • Successor Agency to the Former Redevelopment Agency of the City of Torrance
  • Survey Information
  • Transportation Planning
