AUGUST 28, 2025 - Today is a significant day that will lead to a better future for the Torrance Police Department (TPD) and the community we serve. We have reached an agreement to work with the California Department of Justice (DOJ) on a series of reforms that will significantly improve our Department, through better policies and practices, modern technology to track performance, and enhanced accountability.

It's important to highlight that this is collaborative reform, in which our Department will work closely with our partners at the DOJ on efforts to emphasize fairness and equality in everything we do.

More than three years ago, the City of Torrance reached out to the DOJ and invited it to conduct an independent review of the Department. From Day 1, we fully cooperated with the DOJ, providing unlimited access to sworn and civilian professional personnel, and provided all department records, materials, and resources the DOJ requested. We gave them access to City staff, elected leaders and referred them to community stakeholders to gather information.

In its investigative report, the DOJ noted that the TPD is not alone in experiencing harmful, high-profile incidents, but is one of the few law enforcement agencies in the state to make the difficult decision to request outside scrutiny and to do so with the level of transparency seen here.  We took this unprecedented step in the Department’s history because we are committed to accountability and do not tolerate any form of bigotry, racism, hate or misconduct.

Let me be clear: The incidents that led us here are inexcusable and must never happen again.

I can assure you that our dedication to keeping residents and visitors safe remains our No. 1 priority. The Torrance community can expect our Department to be as responsive and proactive as we have always been. Maintaining the safety of our residents and visitors will always be our top priority.
