Emergency Medical Services Division Mission Statement

It is the goal of the Emergency Medical Services (EMS) Division to provide the highest level of emergency medical care to the citizens of Torrance, along with meeting the needs and expectations of the firefighters and paramedics who provide that care. Our values in EMS are a reflection of the goals of our Fire Chief, our City Manager and our City Council. Those values are honesty, responsibility, accountability, timeliness, and quality service.

Areas of Responsibility

  • Quality Pre-Hospital Care
  • Provide for Quality Improvement and identify training needs
  • Patient Care review/follow-up
  • EMS supply and equipment evaluation and purchasing to include budget oversight 
  • Monitoring and tracking of paramedic licensure and EMT-1 certifications
  • Ambulance contract administration oversight, including management of the ALS and medical supply pass-through fees program
  • Serve as a liaison to County and State regulatory agencies, hospitals, ambulance providers and other EMS groups
  • Paramedic staffing needs through recruitment, selection, support and evaluation, and accreditation of prospective paramedics
  • Participate in the review of local, state, and national legislation, regulations, and policies that affect EMS
  • Participate in EMS workgroups, committees, and advisory boards at the County, State, and Federal levels
  • Responsible for department immunization and Communicable Disease Prevention and Surveillance Program
  • TEMS administration and oversight
  • Paramedic and EMT continuing education administration and development
  • Research and development of new equipment, training, procedures and service delivery
