Location and directions

The Purchasing Division is open Monday through Thursday from 7:30 AM - 12:00 PM and 1:00 PM - 5:30 PM.  Alternate Fridays from 7:30 AM - 12:00 PM  and 1:00 PM - 4:30 PM.  Closed daily from 12:00 PM - 1:00 PM. The Purchasing Division is also closed all day every other Friday.

The Purchasing Division of the Finance Department is the City's central purchasing operation. Under the authority of the City of Torrance Municipal Code, the Purchasing Division is responsible for the procurement of products and services and the sale of non-automotive surplus property. Purchasing Division personnel attempt to obtain maximum value for each dollar expended, considering the factors of price, quality, applicability, availability, support service, applicable laws and regulations.

The City is exempt from Federal Excise Tax. Prices quoted by vendor must include sales or use tax unless otherwise requested. All applicable taxes should be included on invoices.

The Purchasing Division purchases products and services used by all City Departments and Divisions.

Purchases made in the name of the City of Torrance without an authorized purchase order will not be considered an obligation of the City of Torrance.
