FORMALLY WITHDRAWN

 The Project Homekey+ application submitted by the Weingart Center to the California Department of Housing and Community Development (HCD) has been formally withdrawn.

The application identified the Extended Stay America Hotel at 3525 Torrance Boulevard as a potential site for Los Angeles County. From the beginning, the City Council, residents, and local businesses raised concerns regarding the location and scale of the proposed project. Issues included the site’s proximity to the Civic Center and the existing 3290 Interim Housing Village, potential over-concentration of services, limited community engagement, and anticipated impacts on public safety, city services, traffic, and the surrounding economic area near Del Amo Fashion Center and City Hall.

This outcome reflects the collective efforts of the City Council and the community. Residents, businesses, and community organizations actively advocated for their concerns, ensuring that their voices were heard throughout the process.

While this proposal will not move forward, the City remains committed to addressing homelessness with compassion and responsibility. Future initiatives will be thoughtfully located, appropriately scaled, and developed in collaboration with the community. Ongoing partnerships with Los Angeles County, the South Bay Council of Governments, and regional organizations will continue to guide effective and sustainable solutions to address homelessness in Torrance.

The City respectfully urges the California Department of Housing and Community Development (HCD) to deny the inclusion of the 3525 Torrance Blvd Extended Stay site in Los Angeles County’s Homekey+ application.

 We welcome and encourage open dialogue between the County and the Torrance City Council to explore more viable alternatives that the City is actively advancing and engage in collaborative discussions to identify mutually supported solutions. We invite all Torrance residents, businesses, and stakeholders to join us in these efforts. Stay informed, participate in public meetings, and help us advocate for thoughtful, locally supported solutions to homelessness.

While the Los Angeles County Board of Supervisors listened to your concerns, they ultimately voted unanimously to move forward with the California Housing and Community Development Department (HCD) Homekey+ Program application. The deadline was Friday, May 30, 2025 and the proposal was submitted to the State for funding consideration.  Award announcements will be made this summer and agreements will be in place within 5 months of award.
