The City of Torrance actively monitors and takes positions on proposed State and Federal legislation that could affect the City’s ability to govern effectively and provide services to its residents. Each City department designates a legislative liaison responsible for analyzing bills and assessing their potential impacts on local operations and priorities.

2025 Legislative Platform

In support of the City’s mission to enhance quality of life and address regional challenges, the City of Torrance develops an annual Legislative Platform. This document defines the City’s policy priorities and advocacy strategies, allowing staff to proactively engage with legislation, regulations, and funding opportunities across all levels of government.

The 2025 Legislative Platform aligns with the City’s adopted Strategic Plan, General Plan, and other guiding policies. It enables effective advocacy, strategic funding pursuits, and meaningful engagement with decision-makers.

2025 Legislative Priority Projects

  1. Public Safety Digital Infrastructure Modernization (Funding) - $2.0 Million
  2. Torrance Police Mobile Data Computer Modernization Project (Funding) - $700,000
  3. Torrance Civic Center Aquatic Center - $3.0 Million
  4. Community Wellness Project (ADA) (Funding) - $3.0 Million
  5. Columbia Park Water Resiliency Project – Phase 3 - $2.25 Million
  6. World War II (WWII) Camp Wall Monument Project - $4.99 Million

 

Platform Development & Implementation

The Legislative Platform was created through a collaborative, interdepartmental process that included input from Community Development, Community Services, Finance, Fire, Police, Public Works, and Transit departments. Staff reviewed the platforms of neighboring cities, regional partners, and statewide organizations—including the League of California Cities and Los Angeles County—to ensure alignment and relevance.

Upon adoption by the City Council, the 2025 Platform will be distributed to the City’s on-call lobbyists and consultants to guide advocacy efforts. It will help secure funding and favorable legislative outcomes for:

  • Parks and open space investments
  • Infrastructure upgrades
  • Public health and safety initiatives
  • Economic development projects
  • Preservation of local control

By positioning Torrance as a proactive and responsive municipal leader, the Legislative Platform elevates the City's presence and effectiveness in shaping regional and statewide policies that impact its residents.
