The City of Torrance Revenue Division invoices and collects payments for certain City taxes and fees.  Examples of taxes and fees collected by the City’s Revenue Division include, but are not inclusive to:

Low Income Senior or Low Income Permanently Disabled Rates
To qualify for the low income senior or low income permanently disabled rates and utility users’ tax exemption, the applicant must:

  • Have a total gross household income no greater than $31,900 for the prior calendar year, and
  • Be a minimum of 62 years of age or permanently disabled
  • To qualify for the low income refuse rates use a 64-gallon container for trash removal
  • Low Income Senior or Low Income Permanently Disabled Form and Instructions
