The City receives Federal Highway Administration (FHWA) federal-aid from the California Department of Transportation (Caltrans) and is providing links to these resources in accordance with federal regulations published under Title 49, CFR, Part 26.51 and Section V of the California Department of Transportation DBE Program Implementation Agreement for Local Agencies.

Office of Business & Economic Opportunity
The California Department of Transportation Office of Business & Economic Opportunity maintains the Disadvantaged Business Enterprise (DBE) Database. The Disadvantaged Business Enterprise (DBE) Database contains information on certified DBE firms and is updated daily.  Use the database query form to find certified DBE firms to meet DBE goals on contracting requirements.

Office of Small Business & Disabled Veteran Business Enterprise Services (OSDS)
The DGS PD, Office of Small Business and DVBE Services (OSDS) is the State of California’s certifying agency that administers the small business and DVBE certification programs.

Small Business and DVBE Outreach Events
The California Department of General Services Procurement Division offers outreach to DVBE and small businesses. Resources to the DVBE and small business communities include outreach events, training, webinars, videos, and advocacy. 

Small Business Administration (SBA) Bonding Assistance Program
Surety bonds help small businesses win contracts by providing the customer with a guarantee that the work will be completed. Many public and private contracts require surety bonds, which are offered by surety companies. The SBA guarantees surety bonds for certain surety companies, which allows the companies to offer surety bonds to small businesses that might not meet the criteria for other sureties.

The USA.Gov Small Business website provides steps to starting a small business, get financing help from the government, and more. The website includes handpicked government websites helpful to small business owners.
