PRESS RELEASE - City of Torrance Announces Appointment of New Community Services Director

Image of ted stevensTorrance, Calif., November 20, 2025 – The City of Torrance proudly announces the appointment of Ted Stevens as the City’s new Community Services Director effective December 15, 2025.

Stevens’ appointment follows the announcement by current Community Services Director John La Rock of his upcoming retirement. La Rock will continue serving in his role until Stevens officially assumes the position, ensuring a smooth and seamless transition in leadership.

Torrance City Manager Aram Chaparyan stated, “After an extensive and highly competitive recruitment process, I am pleased to make this announcement. Ted’s proven leadership, collaborative spirit, and commitment to community-centered service align with our City’s values and vision. We are excited to welcome him to our organization and look forward to the energy and expertise he will bring to the Community Services Department.”

Stevens joins Torrance with a distinguished career in parks, recreation, and community programming, and more than two decades of experience in local government. Since 2023, he served as the Parks, Recreation, and Community Services Director for the City of Culver City, where he oversaw a wide range of community-focused programs, capital planning efforts, and department operations. His leadership contributed to expanding recreational opportunities, strengthening community partnerships, and enhancing service delivery for residents of all ages.


Prior to his tenure in Culver City, Stevens served as the Recreation Superintendent for the City of Long Beach’s Community Recreation Services Department, where he managed major citywide initiatives and supervised 12 full-time employees and up to 250 part-time staff. His responsibilities included overseeing adult and youth sports, beach and sports field permits, adaptive recreation programs, three municipal swimming pools, three community centers, and a regional community center. Throughout his career, Stevens has earned a reputation for building strong relationships with non-profit partners, community groups, and local stakeholders.

In Torrance, Stevens will lead a department deeply committed to enriching the lives of residents. The Community Services Department guides initiatives that support parks and recreation, cultural arts, libraries, social services, and community enrichment programs. His extensive experience and forward-thinking approach will play a key role in shaping the City’s long-term vision for exceptional facilities, accessible programming, and innovative community services.
