In the Spring of 2014, drivers in the City of Torrance will encounter a new type of traffic signal display featuring the Flashing Yellow Arrow Protected/Permissive Left Turn.
Currently in Torrance, there are two types of traffic signal operations relative to left turns:
Protected: the driver turning left has a green arrow, and opposing oncoming traffic must stop; and,
Permissive: the driver turning left has a solid round green light, but must yield to oncoming traffic.
With the Flashing Yellow Arrow Protected/Permissve Left Turn signal display, drivers will have the right-of-way to turn left on a green arrow (the Protected mode), and will be allowed to turn left on a flashing yellow arrow after yielding to on-coming traffic (the Permissive mode).
The new signal is designed to move traffic more efficiently, safely, and reduce delays.
Initially, the Flashing Yellow Arrow signals will be installed at the locations below:
Arlington Ave./Sepulveda Blvd. (in the North/South Directions along Arlington)
Cabrillo Ave./Sepulveda Blvd. (in the North/South Directions along Cabrillo)
182nd St./Prairie Ave. (all directions)
Community Outreach Meeting Schedule
A presentation on the traffic signal operations of the Flashing Yellow Arrow display will be given on the below listed dates. Meetings were scheduled for audiences based on location, but all drivers are welcome to attend any meeting at their convenience. Your consideration and attendance to any of the outreach meetings to learn more about this type of traffic signal is greatly appreciated!

Contact the City Clerk's office at (310) 781-7530 or CityClerk@TorranceCA.gov for more information. This will ensure that your firm is listed as a "Plan Holder" and that you will be informed of any and all information issued, subsequent obtaining the official form of Proposal. Addenda will only be issued by email and only to a "Plan Holder". The City may also post Addenda to this webpage. Receipt of any Addendum must be acknowledged by a bidder in its submitted form of Proposal.
The below lists all Requests for Information (RFIs) and associated City responses for the Traffic Signal Left Turn Upgrades Project, T-128 (B2013-44).
RFI Q1: The specifications call for an Autoscope video detection system to be installed on this project. Is an "or equal" video detection system allowed for this project, specifically the Iteris video detection system?
RFI A1: The Specifications, Special Provisions and Appendix III establish general and minimum specifications for the video detection system. A bidder must propose in its bid equipment and/or materials that meet said general and minimum requirements. Ultimately, the successful Contractor awarded the contract will provide submittals per Special Provisions Section 2-5.3. Video Detection Equipment is included in the list of required submittals. At that time, the City will make the sole determination of whether or not the Contractor's proposed Video Detection Equipment conforms to the contract requirements.
