Happy Holidays DSV Members,
I hope you all had a wonderful Thanksgiving. As we gear up for the holiday season, we wanted to reach out to you and let you know about upcoming opportunities and working items E-Prep and the Emergency Services Office has been working on.
First let me say thank you for your patience during this time of transition. We understand a lot of change is occurring and that can often cause discomfort and anxiety to those who have been part of the program for many years. However, the changes that are being made will help clarify the mission and scope of the DSV program as well as provide protections for you as Disaster Service Volunteers. Our goal is to provide transparency in the program so that each individual who participations understands their roles and duties.
Our Chief and Deputy Chief of Police met with Elected Officials as well as CERT and TARA members regarding the reorganization and direction of the program. There were many misconceptions and they met to clarify many of these concerns.
The Office of Emergency Services has been busy these past few months with two EOC Exercises including the first ever county-wide communications drill and an active shooter exercise with Torrance Unified School District. Both were wonderful opportunities to test our plans and processes and glean valuable insight on how we can better prepare for these types of events. We also hosted in a partnered presentation with the Red Cross and La County Office of Emergency Management, a Map-Your-Neighborhood Train-the Trainer session, which many DSV members attended.
We have also been working diligently on replacing the City's Emergency Mass Notification System. The new system will provide advanced technology incorporating new methods of communication such as SMS messages, email, social media as well as Wireless Emergency Alerts known as WEA. This platform will provide a two way communications platform for our residents, business, schools, non-profits, and visitors in the City of Torrance. It will also allow us to pre-identify emergency needs of our residents that will allow for advanced planning of our most vulnerable citizens.
Additionally we are finalizing up the final phase of the Hazard Mitigation Plan with a few vendors. This phased process has been long and detailed but the finished product will be of quality and provide substantive direction in assisting to reinforce our emergency planning efforts.
At the August Quarterly DSV meeting, there were a few agenda items that we discussed and I wanted to follow-up on a few issues.
A. DSV Code of Conduct/Standard Operating Procedure Manual (SOP)
We are finalizing the DSV Code of Conduct and should have that available for all members to sign shortly after the new year along with the DSV Standard Operating Procedure Manual. All members that wish to participate in the program will need to read and sign both the Code of Conduct and the Standard Operating Procedure Manual.
B. ID Cards
We have finalized the new DSV ID cards. They should be ready sometime after the new year for distribution. In order to expedite the process, please have your old ID card ready for the exchange.
C. Uniform Attire/LiveScan
We are looking into several vendors for the production of any DSV/CERT materials following the City process. Once a vendor is identified, we will make the information available for all members who are looking to purchase DSV attire.
We are continuing to investigate the frequency of LiveScan for clarification and further review. However, if you have had a Livescan for another agency in the past two years, we are not able to view that information and that information cannot be shared amongst agencies.
Lastly, we would like to invite you for a Holiday social and Q&A December 17, 5:00-7:00pm at the Torrance Police Department Assembly Room. We will have light refreshments and some cake. We hope you all can join us and look forward to seeing you there.
