Area Disaster Centers (ADC)

How do you let the City know what is happening in your neighborhood or at your work site if the phones are not operating or if they are so busy that you can not get through?

How do you find out what is happening in your community if the T.V. stations and radio stations are not providing local information. 

The City of Torrance is addressing these concerns by establishing locations throughout the City which have been designated as focal points for communication to and from the City's Emergency Operation Center.  These places are referred to as "Area Disaster Centers (ADCs)."  They will be located at the branch libraries and other City buildings.  Volunteer HAM Radio operators (TARA) will respond to these locations as well as city staff.  They will most likely be available to assist with communication within the first hour of the disaster.

Communication is indispensable.  The City needs to quickly find out what is happening within the community and you need to know what is happening so that you can respond accordingly.  It is important for the City to get information relating to damage and the numbers and types of injuries that have occurred within the neighborhood as quickly as possible.

Questions relating to the disaster, such as where people should go for help, or "is the water okay to drink," "will the schools be open" will be communicated by City's Public Information staff through the Area Disaster Centers.

Additionally, people wishing to volunteer to help during a disaster may register at the ADCs. Volunteers will be given their assignment, as need for their service is identified. 

The Area Disaster Center is the focal point for a local area to receive and transmit necessary information relating to a disaster in progress.  The City of Torrance is committed to ensure the community is not only prepared for a major disaster, but also has timely and accurate information should a disaster occur.
