Captain Kreager Deputy Chief Mark Matsuda

Deputy Chief Mark Matsuda was born in Los Angeles, raised in the Torrance area, and graduated from Narbonne High School. He obtained his Bachelor of Arts and Master of Arts degrees from Chapman University, both in Organizational Leadership.

Deputy Chief Matsuda was hired by the Torrance Police Department on May 7, 1987. He has worked assignments in Patrol (Field Assignment, Gang Detail and Field Training Officer) and Vice & Narcotics (Crime Impact Team). He was promoted to Sergeant on December 6, 1998 and worked assignments in Patrol (Field Supervisor, Community Lead Officer Detail), and Personnel (Personnel Section Sergeant). He was promoted to Lieutenant on June 29, 2003 and worked assignments in Patrol (SWAT), Traffic & Special Events, and Personnel. He was promoted to Captain on December 21, 2008, he has been assigned to the Services Bueau, Patrol Bureau and is currently assigned as the Administrative Bureau Commander.  Deputy Chief Matsuda was promoted to Deputy Chief on March 31, 2013 and is currently assigned as the Administrative Bureau Commander.

Captain Matsuda Captain Rodney Irvine

Captain Rod Irvine was born in Lakewood, CA, raised in Redlands, CA and graduated from Redlands High School. He obtained a Bachelor of Science degree in Organizational Leadership from Azusa Pacific University and a Master of Science degree in Emergency Services Administration from California State University, Long Beach.

Captain Irvine began his law enforcement career with the Los Angeles County Sheriff's Department in 1985, spent several years with the Fontana Police Department beginning in 1986, and joined the Torrance Police Department on November 6, 1989.  Captain Irvine has worked assignments as an officer in Patrol (Field Assignment and Field Training Officer) and Vice and Narcotics.  He was promoted to Sergeant on November 9, 1997, and worked assignments in Patrol (Field Supervisor, Field Training Sergeant, and SWAT) and Detectives (Youth Services and Crimes Persons).  He was promoted to Lieutenant on June 29, 2003 and worked assignments in Patrol (Watch Commander and SWAT), Services Division Commander, Adjutant to the Chief of Police, Public Information Officer, Emergency Services Division Commander, and Communications Division Commander.  He was promoted to Captain on August 28, 2011 and is currently assigned as the Patrol Bureau Commander.

Captain Bernard Anderson

Captain Bernard Christopher Anderson was born in Torrance, CA, raised in Manhattan Beach, CA and graduated from Mira Costa High School. He obtained a Bachelor of Science degree in Occupational Studies / Vocational Arts from California State University, Long Beach.  Captain Anderson is a United States Army veteran who has been mobilized / deployed in support of both Operation Enduring Freedom and Operation Iraqi Freedom, resulting from the attacks on September 11, 2001.

Captain Anderson began his law enforcement career with the Orange County Sheriff's Department in 1989, laterally transferred to the Los Angeles County Sheriff's Department in 1991, and joined the Torrance Police Department on August 19, 1993.  Captain Anderson has worked assignments as an officer in Patrol (Field Assignment and Field Training Officer) and Special Investigations Division (Vice, Narcotics, and Crime Impact Team Sections).  He was promoted to Sergeant on April 6, 2003, and worked assignments in Patrol (Field Supervisor, Field Training Sergeant, and SWAT), Special Investigations Division (Narcotics and Intelligence Sections), Adjutant to the Chief of Police, and Public Information Officer.  He was promoted to Lieutenant on January 17, 2010 and worked assignments in Patrol (Area Commander, South Bay Platoon, and Crisis Negotiations Team), and as Technical Services Division Commander. He was promoted to Captain on July 29, 2012 and is currently assigned as the Special Operations Bureau Commander.

Captain Wilson Captain Ross Bartlett

Captain Ross Bartlett was born and raised in West Covina, CA and graduated from Edgewood High School.  He obtained a Bachelor of Science degree in Occupational Studies / Vocational Arts from California State University, Long Beach.

Captain Bartlett began his law enforcement career in 1983 as a Police Cadet with the West Covina Police Department.  In 1985, he was hired as a Police Officer with the West Covina Police Department and did a lateral transfer to the Torrance Police Department in 1987.  Captain Bartlett has worked assignments as an officer in Patrol (Field Assignment, Field Training Officer and SWAT), Detective Division (Crimes Persons Section and Crimes Property Section) and Research & Training Division (Department Training Officer).  He was promoted to Sergeant on June 29, 2003, and worked assignments in Patrol (Field Supervisor, Field Training Sergeant, and SWAT), and in the Personnel Division (Personnel Sergeant and Internal Affairs Sergeant). He was promoted to Lieutenant on December 23, 2007 and worked assignments in Patrol (Area Commander, K-9's, Mall Detail and South Bay Platoon), and the Services Division Commander. He was promoted to Captain on March 31, 2013 and is currently assigned as the Support Services Bureau Commander.
