Deputy Chief Paul W. Besse

Deputy Chief Paul W. Besse was born in Fort Monroe, Virginia, the son of a career military officer. He moved to the South Bay in 1966 and graduated from Rolling Hills High School in 1970. He obtained an AA Degree from Harbor Jr. College, a BS degree from San Jose State  University and a Masters Degree from the University of Southern California. As a lieutenant, he served as a division commander in Patrol, Information Technology and Detectives. As a Sergeant he supervised in the Patrol Bureau, Training Section, Traffic Division and Detective Division. As Captain, he supervised the Traffic and Emergency Services Bureau. 

Deputy Chief Besse is active in Little League, having spent 10 years as Director of the Little League Board. He spends his free time jet skiing, snow skiing and surfing.


Captain John Neu

Captain John Neu was born in Redondo Beach and raised in Torrance. He attended West Torrance High School and obtained an AA degree from El Camino College in 1982. He has a BS degree in Criminal Justice from Chapman University.

He began his career with the Pasadena Police Department and transferred to the Torrance Police Department in August of 1985. His career assignments have included Patrol, the Gang Detail, Mall Detail, CIT, Detective Supervisor (Property and Persons), Watch Commander and Personnel Division Commander. He was promoted to Sergeant in November 1994 and Lieutenant in March 2000. 

During his career in law enforcement, Captain Neu has received recognition from the United States Department of Justice Organized Crime Bureau, the Federal Bureau of Investigation and the United States Attorney's Office. Additionally, he established the Supervisory Development Course currently used for training new supervisors at the Torrance Police Department. He also implemented the Department's new recruitment program, incorporating a multi-media approach with current technologies.

Captain David Smith

Captain Smith was born in the South Bay and raised in Torrance.

Captain Michael Browne

Captain Browne was born in Los Angeles and graduated from Bishop Montgomery High School. He is also a graduate of El Camino College and is currently attending Chapman University with a major in Criminal Justice.

Captain Browne was hired by the Torrance Police Department on May 28, 1973. He has worked assignments as an Officer in Patrol (Beat assignment and Field Training Officer), Communications, Vice & Narcotics (Crime Impact Team), Detectives (Crimes Property and Persons) and Traffic (Accident Investigation). He was promoted to Sergeant on December 3, 1991 and worked assignments in Patrol (Field Supervisor), Detectives (Crimes Property Supervisor) and Personnel (Internal Affairs Sergeant). He was promoted to Lieutenant on April 27, 1997 and worked assignments in Patrol, Detectives and as the acting Traffic Bureau Commander. Captain Browne's current assignment is as the Patrol Bureau Commander.

 

Captain Kevin Kreager

Captain Kreager was born in Seattle, Washington and graduated from South Torrance High School. He is also a graduate of California State University Long Beach with a Bachelor of Science degree in Business Administration.

Captain Kreager was hired by the Torrance Police Department on October 14, 1982. He has worked assignments as an officer in Patrol (Beat assignment, Crime Scene Investigations and Field Training Officer), Vice & Narcotics (Crime Impact Team) and Personnel (Background Investigator). He was promoted to Sergeant on January 8, 1995 and worked assignments in Patrol (Field Supervisor), Personnel (Personnel Sergeant) and as the Adjutant to the Chief of Police. He was promoted to Lieutenant on July 1, 2001 and worked assignments in Patrol, Research and Training and as the acting Services Bureau Commander. Captain Kreager's current assignment is as the Services Bureau Commander.
