The Community Affairs Division is the liaison with the Community and handles all community outreach. A lieutenant commands the division. The Community Affairs Division is comprised of the Community Affairs Section and the Emergency Services Section.
The Community Affairs Section includes a sergeant, one police officer, a services officer and a police cadet. The Community Affairs Section coordinates programs such as Neighborhood Watch, Business Watch, and Partners in Policing. This section also coordinates coordinates Vacation Security Checks, speaker requests and public tours of the Police Department. The Community Affairs Section is involved with the South Bay Special Olympics and national events such as Red Ribbon Week, Blue Ribbon Week and National Night Out.
The Emergency Services Section includes the Emergency Services Coordinator (ESC) and a police cadet. The ESC is responsible for all disaster preparedness for the City of Torrance and city employees.
