TORRANCE RESIDENTS are eligible to register for classes and programs two weeks prior to non-residents. Non-residents are welcome to register for classes, but pay an additional non-resident fee. A TORRANCE RESIDENT is defined as anyone living within the Torrance city limits. Those who do not pay utility bills to the City of Torrance are considered non-residents. Those living in the 90502 zip code and the 90501 zip code east of Western Avenue are considered non-residents.
PROOF OF TORRANCE RESIDENCY WILL BE REQUIRED FOR ALL RESIDENTS when registering for the first time in our new database, beginning in January 2003. Proof will also be required should an individual move to a different Torrance address, or if mail is returned. Please send ONE of the following acceptable proofs of residency. Proofs MUST be current and will be limited to the following:
- California Driver's License
- Car Registration or Car Insurance Premium
- Utility Bill (Telephone bills are NOT accepted)
REQUEST AN ON-LINE ACCOUNT - Once your Residency status has been established you may request an account by completing the on-line account request application. The application must be completed with the name of the adult that will be paying for classes. Complete all the information requested, as incomplete forms will be denied. You will be notified by e-mail from mailto:enroll@TorranceCA.Gov in 1-3-business days of your account status and your customer ID number and Log-in name (if you do not select a log-in name, your customer ID number will be your log-in). Please keep this information in a safe place for future reference.
AGE REQUIREMENTS will be strictly adhered to. Please exercise care in registering for classes and activities. Birthdate MUST be included. Children MUST be the age specified by the FIRST CLASS MEETING!
Persons giving false information regarding name, age, and address may be dropped from the class or activity without refund or credit.
REGISTER EARLY as classes NOT meeting the minimum requirements will be canceled.
REGISTRATION IS CLOSED after the second class meeting.
WAITING LISTS are established once a class is filled. If a vacancy occurs prior to the start of class, wait list participants will be notified by phone in the order they were placed on the list. Participants will then have three (3) business days to contact the Registration Office to pay for the class. Failure to contact the office will result in the name being removed from the wait list, and the next participant will be contacted.
REFUND POLICY: All requests for refunds MUST be made at least one working day before the first class meeting. NO REFUNDS will be given after that time. An administration fee of 20% not to exceed $25.00 or less than $3.00 per class will be deducted from ALL refunds. Please allow 4 to 6 weeks for refunds. A full refund will only be given when a class is canceled by the Torrance Community Services Department.
CUSTOMER SATISFACTION POLICY: If for any reason you are not satisfied with a class, a credit will be issued providing the Registration Office is notified at least one business day before the third scheduled class meeting. You have one year from the date of issue to use your credit on account, and you may use this credit for any member of your family.
