The City of Torrance has made funding for the Community Oriented Police (COPS) program a high priority. Torrance Police Department's (TPD) motto is Excellence Through Teamwork - a philosophy that draws from the principles of Community-oriented policing.
The Local Law Enforcement Block Grant and the Edward Byrne Memorial grant were rolled into one program. According to the International Association of Chiefs of Police (IACP) Capitol Report, federal assistance for law enforcement has been cut by more than 60% in the last five years, and TPD expects program cuts to continue. In the past five years, allocations to TPD have consistently decreased; the result is that TPD has experienced about a 60% reduction in allocations.
The City of Torrance seeks increased funding for community policing and crime prevention programs. The money and programs that the COPS funding generates for cities like Torrance helps make streets safer and reduces both the severity and number of criminal incidences. Recent efforts of TPD include using a team approach to end a string of local burglaries.
