Waste Management Coordinator


Under supervision, coordinates the City's solid waste reduction and recycling programs in accordance with Federal, State, and local mandates; monitors and evaluates the performance of consultants and contractors; and performs related duties as required.

Distinguishing Characteristics

The Waste Management Coordinator is distinguished from the Sanitation Services Administrator in that the incumbent does not plan, organize and coordinate activities directly related to the handling, collection and disposal of solid waste from residential dwellings. Distinguished from other Street Services Department personnel in that the incumbent does not perform duties related to sidewalk and street tree programs, waste water or street maintenance.

Examples Of Duties

  • Develops policy recommendations and procedures for the implementation of integrated waste management and recycling programs.
  • Develops, implements and coordinates programs for residential and commercial recycling and source reduction.
  • Coordinates City-wide household hazardous waste collection program in conjunction with other public and private agencies.
  • Prepares grant proposals; works with contractors to insure compliance with terms and conditions of contracts.
  • Coordinates efforts with other Street Services Divisions and other City Departments regarding waste/source reduction strategies for residential, commercial and industrial entities.
  • Works with Sanitation Services Administrator and other Street Services personnel in identifying waste diversion opportunities within the City.
  • Prepares and monitors budget for integrated waste management and recycling programs; prepares bids and agreements for recycling services.
  • Writes and maintains information materials related to integrated waste management and recycling programs for public education.
  • Prepares reports, agenda items and informational items for the City Council, City Commissions and Federal and State agencies.
  • Represents the City to Federal, State, and County agencies, community associations, and organizations on issues related to integrated waste management.
  • Develops and presents information and programs related to integrated waste management and recycling programs to City Council, City Commissions, business associations, homeowners associations, school groups, and other organizations.
  • Responds to inquiries and handles complaints related to integrated waste management and recycling programs and initiates appropriate action to resolve problems.
  • Minimum Qualifications

    Knowledge of
  • Practices, techniques, and equipment used in integrated waste management and recycling operations.
  • Local, State and Federal legislation regarding integrated waste management and recycling programs.
  • Grant preparation and contract administration.
  • Principles of public administration, budgeting and public relations.
  • Ability to
  • Plan, organize and coordinate integrated waste management and recycling programs.
  • Monitor and evaluate program performance according to established goals and objectives.
  • Prepare and effectively present oral and written reports, recommendations, and agenda items to staff, City Council and City Commissions.
  • Prepare public information materials and make presentations to residential and business associations.
  • Administer the budget for integrated waste management and recycling programs.
  • Interpret and ensure compliance with Federal, State and local codes, laws and regulations pertaining to integrated waste management and recycling programs.
  • Establish and maintain effective working relationships with fellow employees, the public, representatives from other agencies and community organizations.
  • Experience

    Two years of experience in the development, coordination or implementation of an integrated waste management program, or recycling program which included experience in areas such as source reduction programs, promotion of recycling programs, and public relations.


    Graduation from an accredited college or university with a degree in Public or Business Administration, Environmental Studies or a related field which included courses such as program evaluation, public relations or marketing.
