Government The City of Torrance is a Charter City that operates under a Council-Manager form of Government. The City's status as a Charter City affords the city the luxury of tailoring city affairs to take the unique conditions and needs of its community into account. The City Council of Torrance consists of the Mayor and six additional Council Members. As a group, the Council passes legislation, policies and budget plans that serve the interests of the City's businesses and residents alike.
