The mission of the Human Resources Division is to partner with City Departments to attract, retain and develop an effective workforce dedicated to delivering high quality services to the Torrance community.
The Human Resources staff provides a full range of services and programs to its employees and City Departments with a public and customer service focus. The highlights of the human resources programs are employment marketing, recruitment, selection, classification, compensation, performance management, employee relations, policy and program compliance, benefits administration, employee recognition, and organizational and staff development.
