Read all Bids, RFQs and RFPs carefully. Be sure you can comply with all requirements before you respond. If you have any questions, be sure to contact the Buyer responsible for the solicitation. Your offer must arrive on time. All bid packages identify the date and time the offer is due to the City Clerk of the City of Torrance. Do not depend on last minute delivery by the U.S. Postal Service or a courier service. The City will not accept a late bid.

When appropriate, the City will conduct pre-bid and pre-proposal conferences and job walks. Specifications will be explained in detail and you will have the opportunity to ask questions concerning the bid or proposal. It is desirable that potential bidders review the bid package prior to attending the pre-bid or pre-proposal conference or job walk. We do not want to waste everyone's time answering questions that are clearly defined in the bid package.

The City is exempt from Federal Excise Tax. Prices quoted by vendor must include sales or use tax unless otherwise requested. All applicable taxes should be included on invoices.

Purchase Agreement numbers must appear on all invoices, shipping tags, packing slips and all correspondence relevant to the order.
