The Sister Cities Program was started by President Dwight D. Eisenhower in 1956 to foster world peace through people-to-people contacts. Torrance and the City of Kashiwa, in Japan, became sister cities on February 20, 1973. The Torrance Sister City Association is a non-profit, volunteer organization whose activities center around the Japanese culture. The Association sponsors a student exchange program each summer, and the Bunka-Sai Cultural Festival each spring. Membership is open to the public.
