WATER EFFICIENT LANDSCAPE ORDINANCE

Beginning January 1, 2010 New & Rehabilitated landscapes are subject to the State Water Efficient Landscape Ordinance.

Water Conservation in Landscaping Act of 2006 (Assembly Bill 1881)
Requires cities, counties, charter cities and charter counties to adopt and implement a landscape water conservation ordinance by January 1, 2010.  The State of California Department of Water Resources has prepared a Model Water Efficient Landscape Ordinance (Model Ordinance) for use by local agencies.  The City of Torrance has adopted the State's Model Ordinance.

Purpose of the Model Water Efficient Landscape Ordinance
. Establish structure for designing, installing, maintaining & managing water efficient landscapes in new & rehabilitated projects;
. Reduce water use to the lowest practical amount;
. Establish provisions for water management practices & water waste prevention for established landscapes;
. Promote landscape values/benefits while recognizing the need for water efficiency.

Ordinance applies to both New & Rehabilitated Landscapes:
. Both Public & Private projects with a landscape area #  2,500 sq.ft.*;
. Developer-installed single & multi-family projects with a landscape area #  2,500 sq.ft.*;
. Homeowner provided/hired single & multi-family projects with a landscape area #  5,000 sq.ft.*
*(including pools & other water features)

Ordinance does not apply to:
. Registered local, state or federal historic sites;
. Ecological restoration projects that do not require a permanent irrigation system;
. Mined-land reclamation projects that do not require a permanent irrigation system;
. Plant collections, as part of botanical gardens & arboretums open to the public.

Landscape Documentation Package & Certificate of Completion
Landscape Documentation Package, submitted prior to permit(s) issuance, includes:
Project Information - Soil Management Report - Irrigation Design Plan
Grading Design Plan - Water Efficient Landscape Worksheet - Landscape Design Plan
 

. Certificate of Completion form required prior to "Finaling" of permit(s).
