Frank Scotto was elected to his first term on the Torrance City Council in 2000 and garnered the mayoral seat in 2006.  As mayor, he serves as the voting delegate to the Southern California Association of Governments (SCAG) and the Los Angeles County Sanitation District, and as the Chair of both the State and the Federal 2010 Ad Hoc Legislative Advocacy Committees.

As a council member, he served as chair of the Finance and Governmental Operations Committee and a member of the Public Safety Committee and the Citizen Development and Enrichment Committee.  He was also a delegate to the Municipal Area Express (MAX) Board.

Prior to his role as a councilman, Frank Scotto served on the Civil Service Commission from 1996 through 1999.

Mayor Scotto served in the Army during the Vietnam War and is a local business owner, operating Frank Scotto Towing since 1975.  He is currently a board member and past president of the Lomita-Torrance Airport Rotary Club, having actively participated in this club for over 25 years.

A native Californian, born in Riverside in 1948, Frank Scotto has lived in Torrance for 50 years.

City of Torrance - 2011 State of the City Address

On Thursday, May 12, 2011, Mayor Frank Scotto delivered his 2011 State of the City Address at the Doubletree Hotel in Torrance. At the sold out luncheon, Torrance CitiCABLE debuted a special State of the City video as a lead-in to his address. The video gave attendees a quick look at Torrance's past, recent accomplishments and the future that lies ahead. The State of the City video and the Mayor's full speech will begin cablecasting on Torrance CitiCABLE Channel 3 (Time Warner) and 36 (Verizon) May 25th through June 21st at 10:00 a.m., 2:00 p.m., and 8:00 p.m. On June 22nd through July 25th, it will cablecast at 12:00 p.m., 3:00 p.m. and 9:00 p.m. read more (PDF)>>
