 On October 7, 2005, the Governor signed Assembly Bill No. 1234 that requires (among other things) that all local agencies that provide compensation, salary, or stipend to, or reimburses the expenses of, members of a legislative body must provide ethics training to local agency officials within one year of their appointment, and every two years thereafter. 

The City Clerk maintains lists of those trained and notifies each person of obligations to file in a timely manner.  Certificates are a public record and are open to inspection during regular business hours.

. This website provides full information and options.
. Allow a full two hours to complete the training. 
. Note that this training requires a full two hour connection online to complete the process and receive the notice of completion. 
. No records are kept on the website. 
. Sign the printed certificate and send to the City Clerk's office where it will be kept on file. 

Those who choose to take the online training may wish to use the following information. 
. Register at the FPPC website at any time.  The registration is valid for six (6) months.
. Once registered, review the HELP tab at the top of the page for Frequently Asked Questions before beginning.
. After registering but before beginning the process users may prefer to go to the resource links to view the information.
. The START link at the bottom of each page will bring the user back to the first page of the course.
. Users may prefer to have two tabs open on the computer to allow viewing the resources separately from the course itself.  

A supply of printed materials will be available in the City Clerk's office on request. 

      If a two hour ethics training class has been completed with another government agency within the past year that complies with the AB 1234 requirements, that certificate will meet the City of Torrance obligation as well.  Copies should be submitted to the City Clerk's office at 3031 Torrance Blvd., Torrance, CA 90503
