The City Clerk attends all Council meetings as Clerk of the Council, is responsible for the safekeeping of all the official records of the City and is keeper of the City Seal. The City Clerk is filing officer for Conflict of Interest and Campaign Statements, conducts municipal elections, maintains the Municipal Code and attests all City documents.

Sue Herbers has served as the elected city clerk since March 1994.  Mrs. Herbers has been active in many civic affairs including Southeast Torrance Homeowners Association, the League of Women Voters, Cable Television Advisory Board, Blue Ribbon Committee on Charter Change, the Torrance Historical Society and the Torrance Environmental Quality and Energy Conservation Commission.  She is a proud alumna of the Torrance Chamber of Commerce Leadership Torrance program and has also held leadership positions in volunteer organizations including the Torrance Council of PTAs and the California State PTA.  She was awarded the designation of Certified Municipal Clerk in 2002 and has served on various boards and committees of local and state clerk associations.
