**Please Note: The Torrance Ethics and Integrity Committee was dissolved per Ordinance 3740, which was adopted and passed on February 1, 2011. The last meeting of this Committee was held on September 22, 2010.

    To replace above Committee, on January 11, 2011, City Council gave direction for creation of a new Committee to produce certain materials that would support ethical conduct of campaigns for elective office. The formation of this new Committee was to be comprised of the remaining two members of the Ethics & Integrity Committee and adding the former Chair of the Blue Ribbon Committee on Ethics - Dee Hardison, Kristin Matsuda, and Keith Montoya.  Their purpose is to accomplish certain tasks at expiration of Committee by October 25, 2011, in time for the upcoming City election in June of 2012, and no later than nine months from the time Resolution 2011-14 was adopted on January 25, 2011.

The Election and Candidates Ethics Committee was established per Resolution 2011-14, and was introduced, approved, and adopted on January 25, 2011. They meet on the 4th Wednesday of each month, at 6:30 p.m. in the West Annex Commission meeting room of CIty Hall. The tasks to be performed are:
 * Finalize a candidate ethics policy to be considered by the CIty Council;
 * Finalize a candidate's voluntary commitment to undertake an ethical campaign and prepare a document to which a candidate can pledge compliance at the beginning of the campaign process;
 * Structure a voluntary ethics training program for candidates as an extension of the orientation and training provided by the City Clerk; and
 * Recommend a set of guidelines for Commissioners who become candidates for elected office during their appointment as a Commissioner.

Torrance Ethics and Integrity Committee
Governing Code: Article 20 of Chapter 3 of Division 1

The Committee shall perform any duties assigned to it by the City Council or the following Code Section concerning Ethics and Integrity in Government.  The Committee shall have the power and responsibility to:

  • Review Requests for Proposals (RFP's) and make recommendations to the City Council on the contracting with and or use of consultants to assist in aspects of the Citywide Ethics and Integrity program;
  • Receive and review status reports and recommendations and develop reports to the City Council on the status of the development of the Ethics and Integrity program inclusive of the types of training marketing and outreach, quarterly status of training implemented and the status of achieving the goals and objectives of the Ethics and Integrity program;
  • Provide a forum to accept community input, conduct discussion and assist in the development and tracking of the citywide ethics program inclusive of training, marketing and outreach;
  • Establish and maintain an Ethics/Integrity phone program to accept questions from the public and to provide guidance and assistance on issues of ethics and integrity;
  • Review the development and implementation of training programs concerning ethics and integrity in government;
  • Review the Ethics and Integrity program annually and provide the City Council with an analysis of the program's effectiveness and make recommendations for enhancement to the program and or budget related elements to support the program;
  • Work with City staff or special consultants as needed to perform any of the Committee's duties or responsibilities.
